2019年12月，国务院发布《关于同意在石家庄等24个城市设立跨境电子商务综合试验区的批复》，同意在烟台市设立跨境电子商务综合试验区，综试区建设工作开始全面启动。

中国（烟台）跨境电子商务综合试验区立足烟台产业基础和贸易特色，打造跨境电商综合服务平台、产业集群发展平台及人才培养公共服务平台“三平台”，拓展数字贸易赋能传统制造业路径、特色商品进出口跨境交易路径及跨境电商国际市场新路径“三路径”，构建跨境电商信息共享体系、金融服务体系、智慧物流体系、信用体系、风险防控体系及统计监测体系“六体系”。通过探索“中国制造2025+数字贸易+自主品牌国际化”新模式，优化跨境电商产业链和生态圈，推动烟台跨境电子商务高质量发展。
